By default every course has this setting turned off, however you can enable this setting by following these steps:

  1. Go to "Settings" in the course.
  2. Scroll to the bottom and click "More Options."
  3. Deselect the box labeled "disable comments on announcements."
  4. Save changes by clicking "Update Course Details."

It is important to note that you will not receive notification e-mails when a student comments on an announcement. There is no notification setting available for this. If you decide to enable this feature you will need to monitor each announcement from time to time to check if a student has left a comment.
